Personnel Training

One of the fundamental requirements of the mail security plan stipulated for every federal facility by 41 CFR 102-192 is the certification (and annual re-certification) that all mail operations personnel have received appropriate training.  Of course, this can be accomplished in a number of different ways.  We offer two ways:  onsite training and web-delivered E!Trainining.  Both provide a high quality, effective experience and certification that training was provided and successfully completed by the participating personnel.

MAIL SECURITY E!TRAINING

DELIVERS

To Participants:  High Quality Information Effectively Presented at a pace and schedule determined by the participant.  A Certificate of Completion is provided for personal records.

To Administrators:  Ability to offer appropriate and effective training without downtime or travel costs.  Progress and completion reports available as often as needed to demonstrate due diligence in providing training and to confirm employee participation and satisfactory completion.

MAIL SECURITY E!Training courses are web-delivered multi-media training courses designed to provide cost-effective training at the convenience of the participant. They are available to enrolled participants on a 24/7 basis, whenever the participant chooses to log-in.  No special software is needed.  An internet connection and a log-in password are the only requirements.  Upon successful completion of the courses a Certificate of Completion is available for printing.  If a printer is not immediately available upon course completion, the certificate may be printed at a later date or from a different location.

The courses are available to individuals or groups.  Group participation in E!Training assures that each group member receives training that is consistent with the training received by the other members of the group regardless of geographical location or length of employment or tenure.  Progress and completion reports related to group participants are available to the group administrator, at no additional cost and as often as desired.  Documentation is thus available demonstrating that training in mail center security best practices was made available to the group and that each individual within the group satisfactorily completed such training.

PARTICIPATION IS EASY!

No special software or downloads are required.  Whenever and wherever participants have an available internet connection, they can log into the course and proceed.

To log in they will go to the URL (web address) provided to them in their enrollment instructions.  They will enter their name and their distinct password (also provided to them).  Once this information has been entered they will be taken to their course.  If it is their first visit, they will be directed to the course starting point.  If they had previously started the course but had logged off before completion, they will be automatically directed to the point at which they were when they last logged off.  Their progress is automatically monitored and “remembered” so they can progress from that point without wasting time scrolling around or needing to remember on their own what progress they had made.

Participants can log in and out as often as they desire.  They can complete the course in one session or in hundreds of sessions.  It is there for them when their schedule permits.

E!Training Course Description
Organization and Content

Mail Security for Managers and Staff has been designed to provide training and instruction in all subject areas that are included within facility mail security plans as outlined in 41 CFR 102-192. It is used to provide initial or refresher training for personnel and managers who work in mail services and may also be valuable training for other personnel involved in mail and deliveries such as those employed in security, reception, shipping/receiving and other related activities.

The course is self-paced and does not have to be completed in one session. Participants may log in and out as often as they choose.  Course progress is automatically book-marked.  A moderate pace will bring completion in approximately two hours, although many finish the course in significantly less time.

This course is narrated.  The course script is available for downloading and can be used, particularly by those who have hearing disabilities, instead of or along with the audio narration to accompany the visual material.

The course is organized into five main sections with each section comprised of distinct chapters.

Section One is called The Role of the Mail Center.  It discusses the critical importance of the mail center, its vulnerabilities, and the challenge of making mail centers secure and safe.

Section Two, Security Awareness, discusses the types of threats that mail operations face and the various hazards that can arrive by mail.

Section Three, Mail Center Security and Safety, introduces the Mail Security Plan and its components.

Mail Screening Techniques and Technologies, the fourth section, provides an overview of screening strategies and discusses the proper use of various equipment that can assist in the screening process.  It provides a detailed discussion and instruction in suspect item identification, fundamental mail screening, x-ray safety and utilizing x-ray equipment to inspect the mail.

The fifth section discusses Incident Response Procedures.  It presents recommended procedures to follow when confronted with various types of suspicious items and under various circumstances.

A final exam is available at the end of the course after all course material has been completed.  Certificates of completion are presented to participants when they achieve a passing grade on the exam.  The exam can be retaken if a passing score is not achieved.

On-site Training

You're likely to be surprised at how affordable an on-site training seminar can be for your group.  It avoids the disruption and expense of travel and assures that each member of your mail center and security department has received useful information and a solid, consistent training experience.

We recommend a half-day seminar.  We can schedule when it is least disruptive for you.  We've worked with groups before, during or after normal work hours and even on weekend.  We provide the materials and you provide the facilities and the people.

Our training seminars have been very well received.  We keep them fast-paced, loaded with information, and very informal.  We use a projector for visual aids, have inert models of postal hazards, and generally create a hands-on experience.  Each participant receives a handbook, a CD-Rom and a Certificate of Completion.
